Matthew is a senior educationalist, who advises governments, intergovernmental organizations, iNGOs, and private sector investors internationally. He has particular expertise in curriculum development, national assessment systems, education technology, and work in fragile and conflict-affected states.
 
He led the SDG 4 Status Update Report, published by the Commonwealth Secretariat, and presented to Ministers at the 20th Conference of Commonwealth Education Ministers (CCEM), as well as the development of the Effective Management of Education Systems Toolkit, presented at the 21st CCEM in Nairobi; he also developed a range of reports shared at the 2022 Commonwealth Heads of Government Meeting (CHOGM) in Kigali.
 
He served as Lead Editor for Curriculum Materials and Textbooks in Abu Dhabi, supported reforms of the education system in Uzbekistan (for which he was awarded the Xalq Ta'lim Fidoyisi State Medal, the highest national award for contributions to the field of Education), and has supported national Education Sector Planning internationally.
 
Matthew has worked for, and with, the World Bank, UNICEF, OSCE, GPE, and the Commonwealth Secretariat, with experience throughout Africa, Asia, the Middle East, the Pacific, and the Americas. He also served for c. 6 years on the Board of Promoting Equality in African Schools (PEAS).
 
He has also served as a Guest Lecturer at the Mohammed Bin Rashid School of Government.
 
Matthew has been resident in the UAE for c. 10 years.
